The police and intelligence services are calling on the Government to drop plans to disconnect persistent internet pirates because they fear that this would make it harder to track criminals online. Lord Mandelson, the Business Secretary, has vowed to use the Government’s forthcoming Digital Economy Bill to introduce new measures to fight illegal file-sharing of music and films. Armed attack against police station in Athens, five cops wounded
From Occupied LondonAt around 9.40pm on Tuesday night, four people on motorbikes opened fire against the police station of Ayia Paraskeui, a north-eastern suburb of Athens.
Mainstream media report that five cops have been wounded, with one being in a critical condition. They also report that the type of weapons and ammunition used and the style of the attack refer to either the “Revolutionary Struggle” or the “Revolutionary Sect” – two of the many urban guerrilla groups active in the country lately. It is expected that whatever group is responsible for the attack will release a communique in the next few days.

I want to skip right to my favorite part:

This is the punch line. Hilarious, brilliant writing! Do you mean that offering a steady CIA paycheck to the world’s biggest heroin trafficker might…just maybe… undermine our worldwide “war on drugs?”
I loved the sentence, but lets clarify a misconception that the article perpetuates here. The Taliban (like many Afghan farmers) does derive revenue from the poppy trade, but by no means are they alone. As a matter of fact, the CIA itself probably makes significantly more money off of heroin than Mullah Omar does. After all, this money they are paying Karzai’s brother does not come from any budget that congress voted for. He is being paid out of the CIA’s secret slush fund.
This is a pattern for the CIA. In an earlier era they were in partnership with a different set of drug dealers in South America. These drug dealers were interested in selling cocaine and the CIA needed money to finance its secret wars against the people of South and Central America. A natural alliance evolved between cocaine cartels and the CIA, since both had identical interests, namely to crush any popular government that considered land reform or nationalization of industries.
One of the more prominent drug dealers in that story was Manuel Noriega.
Noriega was on CIA payroll from the 1950’s until the mid-80’s. He was also a coke dealer, an ally of Pablo Escobar of the Medellin Cartel. The CIA needed some extra cash to fund its covert operations against freely elected governments in South America, notably Nicaragua’s Daniel Ortega (who was freely elected again in 2006). The CIA financed those operations by funneling cocaine from Columbia to famed LA kingpin “Freeway” Ricky Ross. CIA was ostensibly fighting “communism” at that point, and now the boogeyman is “terrorism.”
Do you see how this works yet? The CIA was in the cocaine dealing business in the 70’s and 80’s and they are now also clearly involved in the heroin dealing business. They have found a way to make huge amounts of money to support covert operations around the world without need for congressional or popular support. They can afford to lie to Speaker Pelosi because they have income she cannot touch…heroin sales. The CIA has developed its own internal economy based on the drug trade and it is now operating independently of the US government.
Mr. Noriega is still in prison, even though he has actually served his whole sentence already and should have been freed in 2007. Mr. Ross was finally released from prison just last month. Mr. Karzai should take notice. If he doesn’t watch out, he will also spend the rest of his life in jail. The CIA are not the most trustworthy allies, as both Mr. Ross and Mr. Noriega can confirm.

Buenos Aires, Oct 13 (Prensa Latina) An Argentine official regarded the intention of the George W. Bush family to settle on the Acuifero Guarani (Paraguay) as surprising, besides being a bad signal for the governments of the region.
Luis D Elia, undersecretary for the Social Habitat in the Argentine Federal Planning Ministry, issued a memo partially reproduced by digital INFOBAE.com, in which he spoke of the purchase by Bush of a 98,842-acre farm in northern Paraguay, between Brazil and Bolivia.
The news circulated Thursday in non-official sources in Asuncion, Paraguay.
D Elia considered this Bush step counterproductive for the regional power expressed by Presidents Nestor Kirchner, Luiz Inacio Lula da Silva, Evo Morales, Hugo Chavez and Fidel Castro.
He said that "it is a bad signal that the Bush family is doing business with natural resources linked to the future of MERCOSUR."
The official pointed out that this situation could cause a hypothetical conflict of all the armies in the region, and called attention to the Bush family habit of associating business and politics.

But somehow the news leaked that a new “land trust” created for Bush had purchased nearly 100,000 acres near the town of Chaco. And Jenna’s down there having secret meetings with the president and America’s ambassador to Paraguay, James Cason. Bush posted Cason in Havana in 2002, but last year moved him to Paraguay.
Cason apparently gets around. A former “political adviser” to the U.S. Atlantic Command and ATO’s Supreme Allied Commander Atlantic, Cason has been stationed in El Salvador, Honduras, Guatemala, Panama … basically everywhere the U.S. has run secret and not-so-secret wars over the past 30 years.
Here’s a fun question for Tony Snow: Why might the president and his family need a 98,840-acre ranch in Paraguay protected by a semi-secret U.S. military base manned by American troops who have been exempted from war-crimes prosecution by the Paraguyan government?

U.S. Special Forces began arriving this past summer at Paraguay’s Mariscal Estigarribia air base, a sprawling complex built in 1982 during the reign of dictator Alfredo Stroessner. Argentinean journalists who got a peek at the place say the airfield can handle B-52 bombers and Galaxy C-5 cargo planes. It also has a huge radar system, vast hangers, and can house up to 16,000 troops. The air base is larger than the international airport at the capital city, Asuncion.
Some 500 special forces arrived July 1 for a three-month counterterrorism training exercise, code named Operation Commando Force 6.
Paraguayan denials that Mariscal Estigarribia is now a U.S. base have met with considerable skepticism by Brazil and Argentina. There is a disturbing resemblance between U.S. denials about Mariscal Estigarribia, and similar disclaimers made by the Pentagon about Eloy Alfaro airbase in Manta , Ecuador.
The United States claimed the Manta base was a “dirt strip” used for weather surveillance. When local journalists revealed its size, however, the United States admitted the base harbored thousands of mercenaries and hundreds of U.S. troops, and Washington had signed a 10-year basing agreement with Ecuador.

Another twist: The first story, from Paraguay, apparently refers to the senior George Bush as the owner of the 98,840 acres in Moon’s neighborhood. Bush 41 was the first bigshot politician to go prancing around with Rev. Moon in public. Especially in South America:
“In the early stages of the Reagan Revolution that embraced the Washington Times and Moon’s anti-Communist movement, it was embarrassing to be caught at a Moon event,” wrote The Gadflyer last year. “Until George H.W. Oh, and both the Moonie and Bush land is located at what Paraguay’s drug czar called an “enormously strategic point in both the narcotics and arms trades.” And it sits atop the one of the world’s largest fresh-water aquifers.

The whole package is part of a controversial military agreement between Paraguay and the United States endorsed by the Paraguayan Congress more than a year ago. The US Special Forces are guaranteed total immunity and diplomatic status. They are free to import and export, they don't pay any taxes, and what they trade is not subjected to any inspections. Contraband kingpins at the Triple Border would kill for a deal like that.

Brussels 'Home Office' Plot to Snoop on All of Europe
Brussels bureaucrats are plotting a massive expansion in the use of surveillance and controversial extradition powers, a report warned last night.At the same time they will also increase their meddling in Britain's justice system, it was claimed.
The EU wants to create its own version of the Home Office to oversee the policy changes, and even has plans to train a third of the police service to create a Blocwide 'common culture of policing'.

Free-Market Analysis: Global warming - now climate change - is as good an example of a dominant social theme as we have got. It does seem, in writing about dominant social themes, that one is postulating a kind of conspiracy of the elite. But how else does one account for the kind of evidence that Booker presents (evident even in this article of his) except through a kind of conscious dislocation of facts - a manipulation not to put too fine a point on it.
Global warming has monetary elite fingerprints all over it. The signs are always the same: a few "prestigious" players at "prestigious" institutes discover something, or say something. The mainstream media trumpets the findings and then the political establishment takes action amidst cries for speed and haste. A "crisis" has been discovered, discussed and finally dealt with. The only trouble with such dominant social themes is that when they are built on real or manufactured evidence, and when they linger without being enshrined by legislation, they are subject to revision.
And that is just what is happening to global warming - in large part thanks to the Internet. On the ‘Net the real evidence of global warming has been exposed for what it is: elite propaganda manufactured and purveyed by a handful of scientists that one can presume are more than innocent bystanders in this production. The initial evidence was evidently manufactured or at least misinterpreted; the massive number of scientists on board with the manufactured evidence appears to be something of a charade; and finally and most inconveniently temperatures have been going DOWN for the past 10 years.

The IPCC, through its series of weighty reports, was now to become the central player in the whole story. But rarely has the true nature of any international body been more widely misrepresented. It is commonly believed that the IPCC consists of "1,500 of the world's top climate scientists", charged with weighing all the scientific evidence for and against "human-induced climate change" in order to arrive at a "consensus".
In fact, the IPCC was never intended to be anything of the kind. The vast majority of its contributors have never been climate scientists. Many are not scientists at all. And from the start, the purpose of the IPCC was not to test the theory, but to provide the most plausible case for promoting it. This was why the computer models it relied on as its chief source of evidence were all programmed to show that, as CO₂ levels continued to rise, so temperatures must inevitably follow.
One of the more startling features of the IPCC is just how few scientists have been centrally involved in guiding its findings. There is something deeply and profoundly wrong with the current course of the West, and much of the problems lead to the promotions of the monetary elite. It is extremely profitable to manufacture problems - of any sort - and then to provide solutions. Demographic problems, addiction problems, declining resource problems, food problems, water problems - any problem inevitably demands an equally manufactured solution. While the Ahmadinejad administration is accused by the State Audit Organization to have engaged in massive financial fraud, reports surfaced yesterday in domestic media outlets indicating the size of the ninth administration's fraudulent dealings to have far exceeded what had been commonly thought until now.
According to Farda website which is closely affiliated to Tehran's mayor, the difference between Ahmadinejad administration's revenues and the amount deposited with Iran's Central Bank exceeds $66 billion. This is a large number as it is equal one-tenth of Iran's total oil revenues since the 1979 revolution. According to statistics, the largest instances of such unprecedented violations took place in the areas of imported goods and customs. While the Central Bank has determined that nearly $220 billion worth of goods have been imported into the country in the past four years, the customs administration has claimed that only $185 billion worth of goods came in. This $35 billion difference constitutes the largest discrepancy in allegations of financial fraud involving Ahmadinejad's Principalist administration.
The second large instance relates to the export of oil, which constitutes the Islamic Republic's largest source of revenue. According to the Iran's Central Bank, revenues generated by the sale of oil from 2005 to 2008 were close to $280 billion, but the Ahmadinejad administration's oil ministry has announced the number to be $255 billion.
Although the $25 billion discrepancy is not as large as the one involving those in the import of goods area, it constitutes the second largest item of financial irregularity involving the Ahmadinejad administration.The third item of difference exposed by comparing the report generated by the Central Bank, the highest financial authority in the Islamic Republic, and the Principalist administration's figures is a $2.6 billion difference in the amount of non-oil exports. The reports also expose a $3 billion difference in the foreign exchange reserves account based on data published by the central bank's official publication, "Ravand." More bad news for imperialism from Afghanistan

Gunmen stormed a UN guest house in Kabul, deploying small arms fire and killing 3 UN staff members along with 4 other persons.
A Taliban spokesman said his group was behind the attack and that it was aimed at disrupting the Nov. 7 presidential runoff election. At the same time, a rocket slammed into a five star hotel in Kabul.
Heavy gunfire reverberated through the streets shortly after dawn and a large plume of smoke rose over the city following the attack on the hostel in the Shar-e-Naw district. Kabul police chief Abdul Rahman Rahman said seven people were killed, including some attackers.
The killing of 8 US troops by roadside bombs on Tuesday has brought the number of US troops slain in October in Afghanistan to 55, making this the deadliest month so far in the 8-year US war in that country. The US currently has 66,000 troops in Afghanistan, in addition to NATO forces.

What I still don't hear is what the objective of the war is, and how it will be accomplished in some reasonable time frame. If the objective is that Pashtun tribesmen shouldn't feud with each other and with their government, and should become secularized, then this really is a 40-year war.
Gunmen stormed a UN guest house in Kabul, deploying small arms fire and killing 3 UN staff members along with 4 other persons.
A Taliban spokesman said his group was behind the attack and that it was aimed at disrupting the Nov. 7 presidential runoff election. At the same time, a rocket slammed into a five star hotel in Kabul.
Heavy gunfire reverberated through the streets shortly after dawn and a large plume of smoke rose over the city following the attack on the hostel in the Shar-e-Naw district. Kabul police chief Abdul Rahman Rahman said seven people were killed, including some attackers.
The killing of 8 US troops by roadside bombs on Tuesday has brought the number of US troops slain in October in Afghanistan to 55, making this the deadliest month so far in the 8-year US war in that country. The US currently has 66,000 troops in Afghanistan, in addition to NATO forces.

A Stronger IMF and World Bank

The G-20, the self-proclaimed global regulation authority, has decided to bolster the capacity of the FMI and the World Bank to siphon the wealth from the South in order to solve the crisis in the North. In an effort to conceal the ruthlessness of this policy, at their Istanbul meeting the international institutions agreed to give the IMF a new face while leaving intact the voting principles of its General Assembly. The leaders of the CADTM (Committee for the Abolition of the Third World Debt) denounce this consequential widening of world imbalances.
The annual meetings of the IMF and of the World Bank in Istanbul ended in a climate of repression. For the second consecutive day, the 10,000 policemen who had been called upon for the occasion used water cannons, tear gas and tanks against demonstrators. The same scenario had been played out at the G20 summit in Pittsburgh, where demonstrations against this G8 substitute were also violently repressed by police forces.
The IMF and the WB held these controversial meetings only days after the G20’s decision to change the voting rights within these two institutions: 5% of the IMF quotas and 3% of the voting rights at the WB assembly are to be transferred to emerging and developing countries by January 2011.
The current voting system was challenged both by countries of the South and by social movements: it relies on the “1 dollar = one vote” rule, contrary to the UN General Assembly where each country has only one vote.
For the IMF’s Managing Director, the French socialist Dominique Strauss-Kahn, these are “historic decisions”. Yet for CADTM, this is but a grim joke. Indeed, this modification does not change the power relationships within the two institutions at all. For instance, China, one of the main beneficiaries of the change, now has about 3% of the voting rights, far behind the United States, which holds over 16%, giving it de facto veto power on all major decisions.
The Rwanda group, representing 24 Subsaharan African countries and some 225 million people, holds 1.39 % of the voting rights! No need to be a keen mathematician to understand that these media-hyped pseudo-reforms will not turn the IMF and the WB into democratic organisations.
Can they ever become democratic considering that the present system cannot be changed without the US’s consent? To make things worse, since 1944, according to a tacit agreement, the WB’s President has always been a US citizen while the director of the IMF has always been a European. Such power-sharing combined with a deeply antidemocratic allocation of voting rights is evidence that the IMF and the WB are tools in the hands of Western powers in order to impose self-serving policies upon the rest of the world.
After a severe crisis of legitimacy the WB and the IMF have been given a new lease of life thanks to the global crisis. From 2004 to 2008, a significant rise in commodity prices increased the currency reserves of some developing countries, which could then repay their debts to these creditors in advance and thus shake off their cumbersome guardianship. But since the end of 2008, the global crisis has radically changed the situation.
The list of badly hit countries keeps getting longer and the G20 has restored the IMF and the WB as key actors in the global game. Romania yielded to IMF pressure and implemented anti-welfare policies such as a 15% cut in civil servants’ incomes, in order to receive a loan to deal with short-term emergencies. The same has occurred in about fifteen countries since 2008. The World Bank has benefited from the environment crisis by setting up several climate investment funds, though it continues to finance deforestation and mining projects.
Over the course of 2008, funds for clean energy were five times lower than those dedicated to non-renewable energy, the amount of which rose by over 165%. [1]
Next, the G20, a self-proclaimed global regulation authority, played a decisive part in the attempt to restore the IMF’s legitimacy as it trebled the resources made available to this institution at the London summit last April [2] and enlarged its missions as an outcome of the Pittsburgh Summit. [3]
The IMF has thus been placed at the heart of efforts to monitor the global economy “to promote international financial stability and to strengthen economic growth”. At the Istanbul summit it was decided to “reassess the IMF’s mandate to include all macroeconomic policies and policies related to the financial industry that influence global economic stability.” It will thus have to “recommend economic policies to countries, which will have to take adapted corrective measures”. It’s easy to guess what the IMF’s recommendations will be. In June 2009 the IMF commented on policies implemented in the Euro zone: “measures taken to support shorter working hours and raise social benefits—while important to shore up incomes and keep the labour force attached to the labour market—should have built-in reversibility”. [4]
The WB report “Doing Business 2010” is even more explicit since it warns countries against social protection programmes and calls governments that develop them ‘anti-competitive’. [5] In spite of its repeated failures, the Washington Consensus, a kind of code for neoliberalism, still is the IMF’s and the WB’s tall order to countries that ask for their ’help’.
Yet the failure of structural adjustment policies implemented in countries of the South since the 1982 debt crisis should have been sufficient to censure them: poverty and inequalities have grown while the issue of debt is anything but solved. Worse still, a new crisis of debt is brewing, which will increase the proportion of national budgets dedicated to repaying creditors. This will happen unless governments decide to suspend payment so as to meet fundamental human needs and to launch a large-scale audit of their debts in order to unconditionally cancel the illegitimate portion of them, which did not benefit the people. An audit of this kind would be a first and crucial challenge to the grizzly policies enforced by the IMF and the WB. We must now demand that they be replaced by institutions that truly care for the people’s interests.
