FACEBOOK HELPS IN ‘EXPOSÉ’ OF ISRAELI WAR CRIMINALS

From DesertpeaceNovember 18, 2010:

It seems that the information was collected via the internet, doubtlessly through extensive use of social networks. A quick search reveals that many of the pictures on the site, especially those of the younger low level soldiers, were taken from facebook profiles.
Website reveals details of hundreds of IDF ‘war criminals’
Those behind it claim, ‘People listed here held positions of command therefore not only did they perform on behalf of a murderous state mechanism but actively encouraged other people to do the same’
A website that went online Tuesday has published a list of 200 IDF soldiers which it classifies as directly involved in operations carried out in Gaza during Operation Cast Lead. Each entry features the soldiers and officers’ pictures and personal details, including identification numbers and addresses.
“In underlining them we are purposefully directing attention to individuals rather than the static structures through which they operate,” the website states while calling on visitors to spread the info “widely”. The reliability of the information is as yet unclear.
“Underlining the following people is an act of retribution and affront. They are the direct perpetrators, agents for the state of Israel that in Dec. – Jan. 2008- 2009 attacked scores of people in the besieged Gaza” noted the website. The website has no special design or graphics, just a table of names of soldiers listed in alphabetic order which the site claims, served in the army in the winter of 2008-2009.
Soldiers listed include officers from the very top of the IDF hierarchy – Chief of Staff Gabi Ashkenazi and down to a sergeant in the infantry training program.
“The people listed here held positions of command at the time of the attack therefore not only did they perform on behalf of a murderous state mechanism but actively encouraged other people to do the same. They bear a distinctive personal responsibility. They range from low-level field commanders to the highest echelons of the Israeli army. All took an active and direct role in the offensive,” claimed the website.
A website counter at the top of the page states that over 3000 people have viewed the website so far. They claim that the information “was received anonymously; presumably from a member of the Israeli Military”.
It seems that the information was collected via the internet, doubtlessly through extensive use of social networks. A quick search reveals that many of the pictures on the site, especially those of the younger low level soldiers, were taken from facebook profiles.
“This information was pirated. We encourage people to seek out other such similar information, it is readily available in the public sphere and inside public officials’ locked cabinets,” they said. The person or group behind the website remains a mystery as does the level of exposure that the website receives.
The reliability of the information displayed is also in question, since other than in the case of the senior officers listed, it is impossible to tell whether those listed even served in the IDF during Operation Cast Lead.
“In underlining them we are purposefully directing attention to individuals rather than the static structures through which they operate. We are aligning people with actions. It is to these persons and others, like them, to which we must object and bring our plaints to bear upon”, they further stated.
The project organizers declare that “this is a form of resistance that can be effectively sustained for a long while”. Visitors to the website are told that “this project for one, has only just begun, do your bit so that this virtual list may come to bear upon the physical”. The manifest signs off by calling all web surfers to get involved and: “Disseminate widely”.

Genocide in Haiti: carelessness or malice?

By Dady Chery. Axis of Logic.

A Haitian resident holds his relative who is suffering from cholera at St-Catherine hospital in the slum of Cite-Soleil in Port-au-Prince November 12, 2010. Credit: Reuters/St-Felix Evens

Dollars for Every Haitian with Cholera.  The UN and 42 NGOs areasking to be paid $607 dollars for every Haitian to be contaminated with cholera.  That’s right.  The exact numbers are 164 million dollars for 270,000 Haitians to be contaminated.  Do the math. There is money in cholera.
The 270K Haitians estimate comes, not from serious epidemiological information, but a back of the envelope extrapolation from Peru of the 1990’s to Haiti of today by Dr. Jon Andrus of the Pan American Health Organization (PAHO).  His explanation follows:
”To give some historical context: the cholera epidemic that began in Peru in 1991 spread to some 16 other countries throughout the hemisphere, from Argentina to Canada, with cases even reported in Montreal and New York City. In Peru alone, it produced more than 650,000 cases over six years.
"At the time, Peru's population was about two-and-a-half times larger than today's Haitian population. Extrapolating from Peru's experience, one might expect upwards of 270,000 cases if Haiti's epidemic continues for several years, as did Peru's.”
In other words, on November 9th, Mr. Andrus of the PAHO divided 650,000 by 2.5 and gave a press conference about it.  Mainstream news organizations all over the world copied, without question, the PAHO statement that the world could expect over 270,000 cases of cholera in Haiti.  The news reminded no one that PAHO belongs to the UN.  Why is the UN so certain that 270,000 Haitians will become infected with cholera?

An Epidemic to Spare the Rich. Cholera is often labeled a “disease of the poor”.  Indeed one would be hard put to find a better tool for harming the poor but not the rich.  No foreigner in Haiti will die of cholera, and not a single wealthy Haitian will die of cholera.  One may be sure of this.  This is because the water supplies of the wealthy and poor of Haiti have been independent of each other for years.  So have the food supplies. Foreigners and wealthy Haitians buy their foods and water from supermarkets, whereas poor Haitians get their food, when they can, from local vendors.  In the past, poor Haitians collected their water from natural sources and then boiled it, but since the earthquake of January 12th, impoverished Haitians have been trained to accept bottled water from US troops, MINUSTAH troops (UN troops), USAID, various NGOs, and every brand of religious fanatic who wants to eradicate Voodoo from the earth.
Cholera Is Not Bubonic Plague.  Mr. Andrus’ statement about the spread of cholera in Peru is disingenuous.  There is no reason why cholera infections should spread rapidly, as if caused by physical contact like typhoid, or aerosols like the common cold.  Cholera infections principally come from tainted water and, to a lesser degree, from foods that came in contact with tainted water. The cholera bacteria are easily killed by heat (boiling) or acid (vinegar in foods). The so-called Peruvian epidemic started in 1991 not only in Peru, but also in the bordering countries Ecuador, Colombia, Brazil, and several other central american countries.

The spread of cholera in South America could be accounted for by travel.
The epidemic did later reach other countries, but this expansion could be accounted for by the movements of peoples from the afflicted places.  Between 1991 and 1995, there was a single case of cholera in Canada, and it was not fatal.  During the same four-year period, there were slightly over 100 cases in the U.S., of which one was fatal.  All could be accounted for by travel. Interestingly, although Chile borders Peru, like the U.S., Chile also saw slightly more than 100 cases and only one death.  Why did Chile’s outcome differ from those of Ecuador, Colombia, and Brazil in 1991-1995? Chile was probably spared because of its excellent public health programs and its policy of disallowing NGOs from its territory. Cholera does not spread like the bubonic plague.  It is easily controlled.
Vibrio Cholerae O1 Ogawa Biotype El Tor Calls on Afghanistan and Haiti.  The cholera epidemic in Haiti closely resembles two outbreaks that started in Afghanistan in 2005 and 2009.  In both Haiti and Afghanistan, strain O1 Ogawa El Tor appeared in a place where cholera was virtually unknown, and the outbreaks were quickly blamed on the presumed poor hygiene of the victims and fragile infrastructure of the country.
In both Haiti and Afghanistan, the infections spread faster than should have been possible. In Afghanistan, the lethal bacteria were found in irrigation ditches and in the wells that were the source of drinking water for most of Kabul’s poorer residents.
A Spread of Disease that Defies Logic.
At the beginning of the epidemic in Haiti around the third week of October:
  • Three prisoners died of cholera.
  • Fifteen residents of the off-shore island La Gonave came down with cholera.
  • Many more people who drank only treated water died of cholera.
This was sufficient evidence to suggest a role for carelessness or malice in the epidemic.  Last week, cholera cases suddenly appeared in six out of the ten departments of Haiti.  This week, the cholera reached the remaining four.  Given the extremely mountainous terrain, poor roads, and scarcity of transportation, for this spread to have happened by the normal movements of Haitians is impossible.  A bit of epidemiology and more serious math should show this.  The speed and breadth of the Haitian epidemic has all the hallmarks of a disease that is being spread by a rapid transportation system.  The lethal infections being reported were, without a doubt, acquired from drinking water, but this water was not collected from contaminated rivers and streams by the sick, as is often suggested.  All the evidence points to an organized distribution of tainted bottled water by the truckloads throughout the country.

Haiti at War.  Haitians should know that, like Afghanistan, Haiti is at war. Fouling of Haiti’s natural water supplies continues apace.  The following Al Jazeera video shows a brave group Haitians, armed with nothing but rocks, stopping a UN-escorted waste truck from discharging its load of human excreta into a stream near Port-au-Prince.
Haiti is at war, and the enemy’s weapon is the Asian cholera strain Vibrio Cholerae O1 Ogawa Biotype El Tor. Ogawa El Tor was delivered to Haiti through the innocuous-sounding “UN Peacekeepers,” who have occupied the country since the U.S. organized coup that removed President Jean-Bertrand Aristide in 2004.  A contingent of Nepalese UN troops brought us this silent weapon in September. They were settled on a hill, where a pair of open PVC pipes delivered their excreta from a septic tank down into the Meille River, and on the Artibonite River, at a time when fortunes were being made from the sale of water bottled from the Artibonite and labeled “purified”.  The occurrence of cholera cases downstream, but not upstream, of the Nepalese MINUSTAH base conclusively establish this base as the origin of the disease.  It is not necessary to get expensive cholera DNA sequences from Harvard to learn this.

John Snow, the founder of modern epidemiology successfully stopped a cholera outbreak in England in 1864, before bacteria were first observed, and long before DNA methods were even a dream.  Snow’s map of the occurrence of the disease led him to a water pump, and he stopped the epidemic by removing the pump’s handle.

Original map made by John Snow in 1854.
Cholera cases are highlighted in black.

Torture by Cholera.  Over 1,034 people have died, and 16,700 people have been hospitalized nationwide in Haiti.

Cholera robs its victims of dignity and pride, demoralizes them, weakens and breaks down their group integration, and dissolves their solidarity.   Cholera physically disables its victims within hours from the onset of symptoms, and depending on the numbers of bacteria swallowed, can kill within hours.  Cholera is like a biological cluster bomb exploding with symptoms of diarrhea, vomiting, muscle cramps, nausea, dehydration, fever, convulsions, drowsiness and coma.
Typical signs and symptoms of cholera include:
  • Severe, watery diarrhea.  As much as a quart (0.95 liters) of fuild is lost in an hour.
  • Nausea and vomiting.  This may persist for hours at a time.
  • Muscle cramps.  This is due the rapid loss of salts.
  • Dehydration.  Ten percent or more of total body weight may be lost in a matter of hours.  This leads to irritability, lethargy, sunken eyes, dry mouth, extreme thirst, shriveled skin, little or no urine, an irregular heartbeat, and a drop in blood pressure.
  • Shock. This happens when blood pressure drops so low that it causes a sharp drop in the amount of oxygen available to the tissues.
In addition to the above symptoms, children’s symptoms include
  • Extreme drowsiness to coma
  • Fever
  • Convulsions
Most individuals exposed to cholera do not become ill but they do shed cholera bacteria in their stool for one to two weeks.   So it is imperative that the wastes of cholera victims be isolated from all sources of drinking of water.
On the other hand, cholera is easily made harmless.  Bouyi dlo an!  Boil the water!  Drink only tea, if you must.  There is no future for Haitians who drink any water without boiling it.  There is no future for Haitians who trust bottled water from UN troops, USAID, NGOs, or religious fanatics.
What You Can Do to Help Haiti.
  • Do not donate money to any NGO in Haiti.
  • Oppose any and all of the supposed humanitarian efforts of the U.S., Canadian, and French governments in Haiti.
  • Oppose the UN occupation of Haiti.
The vulnerability of Haitians to foreign disease. Haitians, who were kidnapped into slavery from Africa and have been isolated on an island for over 300 years, are as close to being an indigenous people as the few indigenous tribes now remaining in some parts of the world.  The control of our ports by the U.S., the rapid influx of many tens of thousands of additional people from the world over into a country slightly smaller than Maryland, the overburdening of an already fragile infrastructure by these wealthy invaders, all constitute a public health emergency.  If the Nepalese MINUSTAH soldiers had not contaminated Haiti, sooner or later another group would have brought a different epidemic.  This is what happens when an indigenous people become exposed to invaders.
The UN troops, US SouthCom, and private mercenaries are in Haiti to support the sweatshops, the NGOs, and other parasites.  Before the January earthquake, there was one NGO per 3,000 Haitians.
The numbers of NGOs have since increased.  Though one could argue that many NGO workers do good work, most are also so terrified of Haitians that they barricade themselves in gated communities and fraternize only with other foreigners.  NGOs devote such a large fraction of their budgets to security that your well-meant donations are certain to be spent mostly to support the predations of men with guns on the Haitian population.  Yesterday, for example, residents of Cap Haitien rose up against the UN and threatened to set fire to the Nepalese MINUSTAH base where 16-year Gerard Jean Gilles was strangled last August.
No one has been prosecuted for the murder of this Haitian teenager.  No one has even been interviewed.  Armed Nepalese and Chilean MINUSTAH troops met the protestors and shot one dead, in the back.  Since UN workers benefit from UN immunity, there will be no investigation.  UN troops may kill with impunity.
The NGO workers, for their part, take up all the best space throughout the country, and especially in Port-au-Prince, where lodging is scarce.  They obviate the need for many Haitian professionals.  Like the men with guns, NGO workers eat and excrete volumes.  They operate without oversight.  Many of these individuals supply medical help where public health efforts instead, are most appropriate.  For example, no effort is being made to map the cholera epidemic, although the identification of the continuing sources of cholera would save many more lives than medicine ever could.  Antibiotics are liberally administered against cholera without a thought about the eventual appearance of more harmful antibiotic resistant strains of the bacteria.  Like opportunistic parasites, the NGOs and their entourage feed on misery, and the misery increases in proportion to their numbers.  They must not be allowed to continue benefitting from Haitian deaths. They must be starved of support so Haiti may become well again.

No to Occupation.  To leave Haiti to the neocolonialists is not choice.  We must fight this new onslaught, because Haiti is mixed up with all that we are as human beings, and to lose Haiti is to die.  This will not be the first time we deny Europeans control of Haiti.  We have fought off the Spanish, British, and French.  We were not fooled by the pretty pronouncements of the French revolution and we were ready to beat the French when they turned Napoleonic.  This will not be the first time we deny the U.S. control of Haiti.  It was the Haitian Cacos who ended the sordid chain gangs and lynchings by U.S. occupiers in 1934.  We have not forgotten the engineered coups, economic sanctions, and kidnapping of our elected head of state. It is time to live again as the self-willed people we are.

India and China Continue to Drive Gold Demand

The World Gold Council’s (WGC) latest quarterly recap shows global gold demand is getting stronger despite rising gold prices. Gold rose 28 percent to record the highest average price for a quarter ever at $1,226.75 an ounce while gold demand jumped 12 percent on a year-over-year basis to 921.8 tons during the quarter.
Jewelry demand, which increased 8 percent on a year-over-year basis, accounted for 57 percent of overall demand, while investment demand rose 19 percent to account for 31 percent of total demand.
It appears consumers and investors, especially in India, China, Russia and Turkey, are growing accustomed to higher gold prices. At the end of the third quarter, gold demand in India had already exceeded that of 2009 and demand levels in China are ahead of last year’s pace.
The WGC says “these results demonstrate that consumers in these countries are becoming accustomed to high price ranges…and consumers are preferring to make gold jewelry purchases at current prices in order to avoid purchasing at higher prices in [the] future.”
Investment demand rose despite a 7 percent decline in investment in ETFs, which has been the biggest driver in investment demand of late.
Chinese investors seeking protection from rising interest rates directed a considerable portion of their savings into gold products, causing demand for gold bars to jump 44 percent. Net retail investment in China reached 45 tons, breaking the previous record of 40 tons set in the first quarter of 2010.
We’ve said this many times, as the economy recovers and per capita incomes in countries such as China and India rise, consumers and investors within those countries will likely see gold as a key investment vehicle because of the cultural connection carried over thousands of years.
Additionally, the official sector—central banks—were net buyers of gold with Russia, Sri Lanka, Thailand and Philippines increasing their holdings. This offset the International Monetary Fund’s continued selling of gold under the current Central Bank Gold Agreement.

Battle for the Silver Market on December Expiration

From The Market Oracle, Nov 18, 2010
There's a war waging for the silver market, and the war will soon break out over the course of the next week.  Each month, as options and futures in the silver markets reach expiration, the bankers, investors and world interests plow into the market with shorts, pushing prices down and stymieing the total amount of delivery off the exchange.
This month, though, is of much greater interest for two simple reasons.  First, those who have an interest in maintaining the paper silver trade cannot allow silver futures orders to be redeemed, either due to the fact that not enough silver is stored at the COMEX vaults or because they cannot allow the world to see how much real silver interest exists.
If the world were to see armored truck after armored truck pull into storage to pick up millions in metals, the pictures would spread faster than the tragedy at Tiananmen Square.  Whole nations would shove even more money into metals, and prices would climb even higher.  Investors would demand even more physical delivery of silver that probably doesn't even exist.  They simply can't allow these scenarios to happen after the highly debated second round of quantitative easing.
However, most importantly, if the silver is not there, those who are massively short and behind the scheme cannot allow so many different contracts to be exercised all at the same time.  Since last expiration, silver is up modestly at 10% in one month, but at one time was up nearly 25%, putting hundreds of thousands more ounces in futures contracts in the money.  In the money contracts, after all, have to be exercised by someone to lock in profits.
The War is On
Going into next week, the recent downtrend from $29 to $23 will persist until the metal masters not only push silver back to parity with last month's value, but into negative territory as they seek to exercise damage control on a market that has already become wise to their games.
We know already that these institutions were massively short all the way from the early 2000s when silver traded under $5 per ounce.  Today, they're still holding massive paper losses on their short positions, and unfortunately (for them), they are caught between a rock and a hard place.  They could, after all, bid to cover (as they have been in the first two weeks of the run up) and allow silver to surge into the $30s, but they would risk a total shakedown when the COMEX fails to deliver enough silver.  Or they could continue to chase bad money with good money, pushing down prices just before expiration and keeping the system alive.  Based on history, it's pretty clear which side they'll land.
Take the Buying Opportunity
The week before options expiration has been, for a long time, an excellent time to add to your positions.  While the powers that reside behind the curtains at the all-paper futures exchanges pile on their shorts to prevent collapse of the system, precious metals investors have artificially low prices from which to add to their position.
Don't let a crisis go to waste.  As the bankers panic to keep the system in check, you're going to get an excellent buying opportunity.  Never miss a buying opportunity in a bull market.

Why the PIIGS must be "saved" (until the EU castle of cards will inexorably collapse)

From SeekingAlphaNovember 18, 2010
PIIGS bank portfolios are a rock that the European Community would prefer not to upend. As my former colleagues at Credit Suisse wrote Nov. 15,
Could core Europe walk away from peripheral Europe? We think the chance of this is zero. The issue is that already core Europe has, on the BIS data, about $700bn of assets in peripheral European debt. Moreover, the ECB holds $71bn of peripheral European government debt directly – and most of the ECB repo financing to European peripheral banks (€322bn, equal to 20% of their GDP) is secured against domestic government bonds. (A third of the cost of recapitalisation the ECB would have to be met by the Bundesbank). This means that – apart from other economic and political issues – there is a huge direct cost for core Europe if there were significant defaults in the periphery. The indirect costs of a failure of the monetary union would be even greater, namely the loss of a single market, with the newly established Deutsche Mark appreciating 20% hitting German exports, the probable erection of trade barriers etc.
Long term, Germany will shift its export profile away from the south and west, and toward China and Russia. Short-term, disentangling the banking problem could be ugly.
Credit Suisse points out that Spain is the key:
We think the key to the situation is Spain. Spain is key, given that it accounts for 11% of Euro-area GDP (65% larger than Portugal, Ireland and Greece) and that there are $876bn of foreign bank assets in Spain according to the BIS (75% of which are accounted for by European banks, with 40% – around $340bn – held by German and French banks alone). We note that recently CDS spreads have risen to previous peak (with bond spreads not far behind).
However, we suspect the situation in Spain is sustainable – and probably will not need to resort to the EFSF. Even despite the recent rise in bond yields…
The trouble is that a country whose private liabilities stand at 250% of GDP and whose real estate market has turned to mush may not be so simple to sustain. The FT Alphaville blog cited a Fitch ratings report concluding that Spanish banks are cherry-picking bad loans out mortgage-backed securities they have issued and putting them on their own books. Why take the losses? Because otherwise the securities would be downgraded and no longer qualify as loan collateral at the European Central Bank, which is the only institution that wants to lend money to PIIGS’ banks.
That’s the financial equivalent of a derelict selling blood to buy booze. Spain will have to cut government spending drastically. The trouble is that government is nearly 50% of GDP, so that the economic effect of cuts in government spending and its adumbrations upon the failing real estate market are all the worse.
Each time the European governments announce a new bailout, markets will breathe a great sigh of relief, and each time the bailout gets back into trouble, they will shudder. The bad news is that it won’t work; the good news is that Europe really doesn’t matter that much.

Congress Will Try – By Secret Vote – to Retroactively Legalize Foreclosure Fraud

From Washington's blogNOVEMBER 17, 2010:

As I've previously noted, forgery of mortgage documents is systematic and widespread. See thisthisthisthis and this.

Yves Smith pointed out last month that congressional bill H.R. 3808 is an attempt to paper over rampant criminality by the big banks regarding forged mortgage documents:
We are seeing more recognition of the consequences of this [widespread problem] , which in more polite company might be called, “My dog ate your mortgage.”
***
One sighting (hat tip 4ClosureFraud) is the effort by the Ohio Secretary of State to enlist support against a proposed measure to allow for electronic notarizations. The Secretary hints strongly that this measure being put forward is directly related to the revelation of affidavit improprieties, which further suggests that the banks might regard this as a remedy for this particular, um, lapse:
H.R. 3808 is known as the “Interstate Recognition of Notarizations Act.” It passed the House under a suspension of the rules in April 2010. It requires federal and state courts to recognize any notarization that is lawful in the state where the notary is licensed. Now, in one day, it passed in the Senate.
When I learned of it last Thursday, it sounded innocuous to me, but then I started looking at the timing of the bill. GMAC, owned by Ally, had just suspended its foreclosure actions in 23 states, including Ohio. I had already referred Chase Home Finance, LLC, on August 23, 2010, to the U.S. Department of Justice, asking it to review and investigate Chase’s document notarization practices in home foreclosures (18,000 documents per month were being notarized by 8 people, along with other irregularities). I license notaries in the State of Ohio. Even though I don’t have the power under state law to investigate or prosecute, I couldn’t stand idly by without acting. That’s why I’m asking you to email or call the President at 202-456-1111 to ask him not to sign the bill.
Last Wednesday, the day before I announced the DOJ referral, JPMorgan Chase announced it was having third party counsel review its document procedures for foreclosures. Just two days before, the U.S. Senate had rushed through H.R. 3808. Something didn’t seem right. Since then others agree with me.
Yves here. This development reveals how this battle is likely to play out. Now that judges in some states are starting to take these dubious, potentially fraudulent measures seriously, the next line of attack is to get the more bought and paid for Federal government to intercede on behalf of the banks. As the e-mail by the Ohio Secretary shows, this is a state versus Federal rights issue. And the problem is that these solutions will be depicted as “efficient,” just as securitizations and other “innovations” were.
And while efficiency in theory is a good thing, it must always be kept secondary to the overall integrity of the system, otherwise, you run the risk of breakdown. Using dubious arguments to overturn well settled law to get the banking industry out of a monster mess it created is a Faustian bargain. It makes it abundantly clear what is really at stake here, which is the rule of law. Banks that were quick to defend unjustifiable pay deals by invoking “sanctity of contract” have no inhibition about ignoring their own contracts to pad their bottom line, and ultimately, the wallets of top executives.
Rather than deal with the considerable consequences of these abuses, the banks are prepared to bulldoze well settled state laws to give them an easy way out. And I’m not basing my view on this story alone; I had a conversation yesterday with a Congressional staffer who matter-of-factly said (but with little understanding of the underlying issues) that Congress would intervene on behalf of the industry, via its authority over national banks.
The result is that we institutionalize kleptocracy while keeping largely gutted forms of due process as theater. The powers that be hope that the broad public will remain unaware of what is really at work.
Congress passed H.R. 3808 by a secret voice vote so that the names of the congress members voting for it wouldn't be recorded. For example, as shown by the official government webpage:
4/27/2010 Passed/agreed to in House: On motion to suspend the rules and pass the bill Agreed to by voice vote.
Using that unusual procedure, the Congress critters were hoping to avoid public shaming.
Obama vetoed H.R. 3808, but today, Congress will try - again by secret vote - to retroactively legalize foreclosure fraud and forgery by the big banks.
(You can watch the vote live here.)

Specifically, as 4ClosureFraud reports:
***
H.R. 3808:
to require any Federal or State court to recognize any notarization made by a notary public licensed by a State other than the State where the court is located when such notarization occurs in or affects interstate commerce
2:14 P.M. -
VETO MESSAGE FROM THE PRESIDENT – The Chair laid before the House the veto message from the President on H.R. 3808.
***
2:13 P.M. -
Mr. Scott (VA) asked unanimous consent That, when a veto message on H.R. 3808 is laid before the House on the legislative day of today, then after the message is read and the objections of the President are spread at large upon the Journal, further consideration of the veto message and the bill shall be postponed until the legislative day of Wednesday, Nov. 17, 2010; and that on that legislative day, the House shall proceed to the constitutional question of reconsideration and dispose of such question without intervening motion. Agreed to without objection.
Looks like it is time for another crash course on how this works…
Veto Override Procedure in the House and Senate
Summary
A bill or joint resolution that has been vetoed by the President can become law if two-thirds of the Members voting in the House and the Senate each agree to pass it over the President’s objection. The chambers act sequentially on vetoed measures; the House acts first on House-originated measures (H.R. and H.J. Res.) and the Senate acts first on Senate-originated measures (S. and S.J. Res.). If the first-acting chamber fails to override the veto, the measure dies and the other chamber does not consider it. The House typically considers the question of overriding a presidential veto under the hour rule, with time customarily controlled and allocated by the chair and ranking member of the committee with jurisdiction over the bill. The Senate usually considers the question of overriding a veto under the terms of a unanimous consent agreement.
Voting in the House
To override a veto, two-thirds of the Members voting, a quorum being present, must agree to repass the bill over the President’s objections. The Constitution requires that the vote be by the “yeas and nays,” which in the modern House means that Members’ votes will be recorded through the electronic voting system. The vote on the veto override is final because, in contrast to votes on most other questions in the House, a motion to reconsider the vote on the question of overriding a veto is not in order.
